WebOP, it's a bit hard to explain but no companies don't pay for clearances. What they do pay for is maintaining a program for cleared people, like me as an FSO. But if you're a new person it doesn't take much for me to process a new clearance. They're going to be paying for that regardless if they hire a new person or someone already cleared.
